Blog 6, The FAIRParty and the Constitution, part 2

After working on the blog yesterday I forgot to publish it last night.  If I remember I will have two blogs to post tonight, Blog 5 and Blog 6.  

Article 1, Section 4.  Member elections shall be prescribed by the State Legislatures and Congress shall meet at least one a year. 

Article 1, Section 5.  Each House shall Judge the qualifications of its Members, a major of Members are required to conduct business, they will determine their own rules and punish its Members for disorderly behavior, and with the Concurrence of two thirds may expel a Member.  Each House shall keep a Journal of its Proceedings and publish it excepting those parts that require Secrecy.  The voting of the Members shall be recorded in the Journal if requested by a fifth of those present.  Neither House may adjourn for more than three days without the Consent of the other. 

Article 1, Section 6.  The Senators and Representatives will be paid out of the United States Treasury for their services.  They will also be privileged from arrest while in session or in transit to a session expect for Treason, Felony, and Breach of Peace or be questioned for any remarks made.  Nor shall they any civil Office of the United States or stay in one once elected to the Legislature.  

These first six sections are more administrative in nature, what are the qualifications to be in one of the Houses and asserting that no one except the Members of the Houses will tell them what to do or how to conduct business except as articulated in the Constitution.  The next four sections of Article 1, while still somewhat administrative in nature really start providing directions for raising revenues and what some of those revenues should be used for.  We will pick up with Article 1, Section 7 tomorrow.  With all my Love, Dennis
